HR Process Tracker

HR Offboarding Checklist

Every step of an exit, timed in days rather than loosely ordered. 36 tasks across 4 stages, from the notice date (D0) to thirty days after the last day, each with an SLA, an owner, the system its evidence lives in, and a flag where the deadline is statutory rather than one we set ourselves.

Free Excel workbook — 47 tasks across 8 phases with owners and status, plus a property recovery log and a contract key-dates worksheet.

A tracker, not a task list

The employee offboarding checklist answers what has to happen in an exit. This answers by when — every step carries a day offset counted from the notice date (D0) or the last day worked (LD), an SLA, the function responsible, and the system where its evidence ends up.

That is why the two coexist rather than compete: one is the list, this is the clock. It also separates the eleven deadlines that are Statutory from the twenty-five that are internal SLAs. Missing an internal SLA is a process problem; missing a statutory one is a penalty, and a page that flattens the two is no use when you are triaging.

It is the same 36 tasks as the — not a summary of it — and the escalation table further down is the tracker's own, for the moment a date is about to be missed.

1. Intake & Case Setup · D0–D2

The first two days decide whether the rest runs on time, because every deadline below counts from the notice date. Classify the exit, fix the dates, and get the work state’s final-pay rule in hand before anybody promises a pay date.

  • Log the separation and acknowledge in writing Same business day as notice Evidence: HRIS — case record HR Ops D0
  • Classify the separation and set the risk flag Same day — drives every downstream SLA Evidence: HRIS — case record HR Business Partner D0
  • Confirm the work state and pull its final-pay rule Before any pay date is promised Evidence: Payroll system Payroll D0 Statutory
  • Escalate for-cause, dispute or accommodation cases to Legal Within 1 business day of the flag Evidence: Legal case log HR Business Partner D0–D1
  • Assign the case owner and open the task plan Within 1 business day Evidence: HRIS — workflow HR Ops D1
  • Notify Payroll, Benefits, IT, Facilities and Finance Within 1 business day; IT no later than LD-2 Evidence: HRIS — notification log HR Ops D1

  • Publish the communication plan and announcement date Agreed before any wider disclosure Evidence: HRIS — case notes HR Business Partner D2

2. Preparation · D3 to LD-1

The stretch where the work is actually done, measured backwards from the last day rather than forwards from the notice. Access revocation and asset returns are agreed at LD-2 so the last day itself has nothing left to arrange.

  • Issue the severance agreement and release, if offered Statutory review and revocation window for employees 40+ Evidence: Contract repository HR Business Partner / Legal D3–D5 Statutory
  • Calculate final pay and any PTO payout owed Draft by LD-5; state rule governs the pay date Evidence: Payroll system Payroll D3–D5 Statutory

  • Notify the 401(k) recordkeeper and confirm vesting Before the final contribution run Evidence: Recordkeeper portal Benefits D5–D7
  • Prepare the exit packet and state separation notices Ready by LD-2; some states require delivery at termination Evidence: HRIS — document set HR Ops D5–D7 Statutory
  • Schedule the exit interview with HR, not the manager Booked 5 days out; held on or before LD Evidence: HRIS — exit module HR Business Partner LD-5
  • Confirm knowledge transfer is complete with the manager 3 business days before LD Evidence: Manager checklist HR Business Partner LD-3
  • Confirm access-revocation time and asset-return method 2 business days before LD; ship label to remote leavers Evidence: IT ticket + asset register HR Ops / IT LD-2
  • Reassign approvals and direct reports away from the leaver Effective no later than LD Evidence: HRIS — org structure HR Ops LD-2
  • Verify the final-pay figure and confirm the payment date Signed off 1 business day before LD Evidence: Payroll system Payroll LD-1

3. Exit Day · LD

One day, and most of it should already be settled. What happens here is the conversation, the handover of documents, and the access cut at an agreed hour with a timestamp somebody can point to.

  • Hold the exit interview and log structured feedback On or before LD; notes filed within 2 days Evidence: HRIS — exit module HR Business Partner LD
  • Hand over the exit packet and obtain signatures At the exit meeting Evidence: HRIS — document set HR Ops LD
  • Deliver state-required separation and unemployment notice At termination where the state mandates it Evidence: HRIS — document set HR Ops LD Statutory
  • Confirm access revoked at the agreed hour At the agreed time; timestamp logged same day Evidence: IT access log IT (HR verifies) LD
  • Record asset return against the register On LD, or on receipt for shipped items Evidence: Asset register HR Ops / IT LD
  • Issue final pay where the state requires payment on the day Immediately on discharge in states that mandate it Evidence: Payroll system Payroll LD Statutory
  • Set HRIS status to terminated with the correct reason code Same day as LD Evidence: HRIS — employee record HR Ops LD

4. Close-Out & Audit Trail · LD+1 onward

The exit is not over on the last day. COBRA, the final pay run in states whose deadline falls after it, the residual-access audit, the unemployment response and January’s forms all land here.

  • Trigger the COBRA qualifying-event notice to the administrator Within the ERISA notification window Evidence: Benefits admin platform Benefits LD+1 Statutory

  • Respond to the state unemployment claim Within the window on the notice — usually 10 days Evidence: Unemployment portal HR Ops On receipt Statutory
  • Close the case and confirm every task is evidenced Within 30 days of LD; exceptions escalated Evidence: HRIS — case record HR Ops LD+30
  • Add the exit reason to the attrition report and trend review Monthly reporting cycle Evidence: HR reporting dashboard HR Analytics LD+30
  • Confirm W-2 issuance and Form 1095-C where applicable Annual statutory filing deadlines Evidence: Payroll system Payroll January Statutory

When something slips

Each row is a trigger with a named owner and a timeframe. A missed SLA nobody escalated is the failure this table exists to prevent.

Trigger Action Escalate to Timeframe
Any SLA missed Flag with a revised date and reason HR lead Same day
Final-pay deadline at risk Escalate immediately — late final pay carries statutory penalties in several states Payroll lead + Legal Immediately
Allegation raised at exit Open a separate investigation record; do not close the case HR lead + Legal Same day
Litigation or claim anticipated Apply legal hold before any mailbox, drive or device is cleared Legal + IT Before any deletion
Assets unreturned at LD+14 Hand to the asset owner; never deduct from pay without written authorization IT + Finance LD+14
Benefits or COBRA notice missed Notify the administrator and document the remediation Benefits lead Same day
Employee disputes the final figure Hold the disputed element only; pay the undisputed balance on time Payroll lead + Legal Within 1 business day
Manager has not completed handover by LD-3 Escalate to the skip-level manager Skip-level manager LD-3

Next

General HR process guidance, not legal advice. Notice requirements, payout rules, records retention periods and an ex-employee’s right of access to their own file all vary by state and change — confirm the current requirement for the employee’s work state with counsel, and keep medical, leave and immigration records apart from the personnel file.
